DPA Presents New UAV Acquision Model to the Market

Over 200 representatives from drone manufacturers and suppliers — from large enterprises to emerging startups — attended the presentation of a new procurement concept by the Defence Procurement Agency (DPA).
The developed systems are capable of neutralizing enemy tanks, destroying enemy fortifications, engaging enemy infantry, and eliminating russian helicopters. These systems perform reconnaissance operations, support logistics and evacuation missions, capture enemy personnel, and conduct long-range strikes against critical enemy targets. Our goal is to ensure the timely delivery of the best drones to our warriors in the required quantity, without obstacles or delays,” emphasized Ukraine’s Defence Minister Rustem Umerov.
“Modern warfare demands modern solutions. Today, drones carry out a broad array of missions – not only assisting in neutralizing the enemy but also safeguarding the lives of our defenders. Our primary objective is to foster the growth of the Ukrainian UAV market and ensure the fulfillment of military needs. To achieve this, it is essential to establish a competitive environment, clear regulations, and opportunities for production planning,” explained the Acting Head of the Defence Procurement Agency (DPA), Arsen Zhumadilov.
The new concept aims to solve current procurement chain delays, provide predictability for the Armed Forces and give producers clearer insights into demand and military requirements.
This will be achieved through a dual-track procurement model:
🔹 Track 1 – Guaranteed procurement based on requests from the High Command of the Armed Forces of Ukraine.
🔹 Track 2 – Direct requests from military units via the DOT-Chain Defence IT system. This platform enables units to select the exact number and type of UAVs needed based on operational needs and available budgets.
DOT-Chain Defence, developed by the State Operator for Non-Lethal Acquisition (DOT), builds on the existing DOT-Chain platform that has proven effective in supplying food to the Armed Forces of Ukraine. The system will function as a marketplace featuring multiple manufacturers.
All products will be categorized. Military users will be able to rate UAVs, leave feedback, and track the order status at every stage.
This will simplify decision-making for military units and help manufacturers continuously improve their products and services.
“In this war, we are outnumbered. But victory depends not on numbers alone, but on effective strategy and modern technology. The Ministry of Defence is building digital solutions to maximize the effectiveness of cooperation between manufacturers and the military — giving us a technological edge on the battlefield. DOT-Chain Defence is one of these key solutions,” – Kateryna Chernohorenko, Deputy Minister of Defence for Digital Transformation.
The IT system will also be used in the supply cycle. Through the digitalization of the process via DOT-Chain Defence, the government will receive real-time, verified information about the Armed Forces’ UAV needs, their distribution, delivery stages, and warehouse stock levels. Moreover, this will reduce the supply process from months to just a few weeks and simplify interaction among all stakeholders.
The launch of this new model is expected soon.
It will fundamentally transform the procurement process — making it faster, more transparent, and more effective. Thanks to digital tools and a competitive ecosystem, the Ukrainian military will receive advanced solutions to strengthen our resilience.
