The Ministry of Defense has received a list of candidates from six countries for the positions of independent members of the Supervisory Board of the Defense Procurement Agency

The Ministry of Defense of Ukraine continues the process of selecting candidates for independent members of the Supervisory Board of the Defense Procurement Agency. A total of 12 candidates from six countries will be invited to the interviews. In addition to the four Ukrainian citizens, two candidates from the United States, the United Kingdom, Poland, and one from Germany and France will take part in the interviews.

The Ministry of Defense organized an open selection process to ensure compliance with international standards of corporate governance of state-owned enterprises in line with the practices of the Organisation for Economic Co-operation and Development (OECD) and NATO.

In March 2024, the Defense Procurement Agency announced the selection of a professional recruitment company through the simplified procurement mechanism in the Prozorro system to help select independent members of the agency's supervisory board.

Based on the results of the selection process, Telent Advisors LLC (Odgers Berndtson) was selected as the winner. On 29 March, a contract was signed with this company to search for candidates for the positions of three independent members of the Supervisory Board.

In order to save public funds, the recruitment company's services are procured at the expense of a donor (funds from the British Government's Special Defense Adviser Support Programme of the British Embassy in Kyiv).

Currently, the recruitment company Talent Advisors has compiled a list of candidates who will be invited to interview with representatives of the Ministry of Defense. The competitive selection process will be completed after the appointment of three independent members to the Supervisory Board.   

The functions of the Supervisory Board members are to develop and monitor the implementation of the agency's strategy, create a corporate governance system, control management and align interests, audit, promote transparency, etc.

The required competencies of future members of the Supervisory Board of the Defense Procurement Agency include:

  • procurement and logistics;
  • business strategy and development;
  • corporate governance and compliance;
  • finance and audit;
  • international relations;
  • risk management.
