The Ministry of Defense has launched the Strategic Review of NATO-Ukraine Defense Procurement

This was stated by Deputy Minister of Defense of Ukraine Dmytro Klimenkov during an online speech at a conference dedicated to this process. 

The purpose of the Strategic Review is to help Ukraine reform its defense procurement system and bring it in line with NATO best practices and standards. The review, which is supported by Norway and requested by the Ministry of Defense of Ukraine, is being carried out by experts from various NATO countries and Ukraine in close cooperation with the NATO Procurement Agency. 

The recommendations that will be developed during the Review will contribute to greater accountability, transparency and compatibility with NATO standards, and will help pave the way for Ukraine's future membership in the Alliance.

During the conference, Dmytro Klymenkov emphasized that the Ministry of Defense of Ukraine is developing a new procurement architecture in line with NATO standards.

The Ministry of Defense is moving away from the post-Soviet system, when several functions were assigned to the ministry at once. 

In the new system, the ministry retains only the function of policy development. Two agencies — The State Operator For Non-Lethal Acquisition (DOT) and The Defense Procurement Agency (DPA) — are directly involved in procurement

The conference, which took place in Luxembourg, was also attended by Hlib Kanevskiy, Acting Director of the Procurement Policy Department of the Ministry of Defense of Ukraine (offline) and Maryna Bezrukova, Director of the Defense Procurement Agency (online). NATO was represented by Stacey Cummings, Director General of the NATO Support and Procurement Agency, and Tom Hofus, Assistant Secretary General for Operations.

The priority is zero tolerance for corruption and full provision of the military with everything they need. To make our work even more effective, the Ministry of Defense has initiated the launch of supervisory boards in the agencies. For example, their competence will include the development of anti-corruption policy.

The Defense Procurement Agency has already started the selection of a recruitment company that will help select independent members of the agency's supervisory board.

The conference marks the beginning of the first phase of the Strategic Review. It involves the creation of working groups to develop a set of policy recommendations to be endorsed at the NATO Summit in Washington in July.
