DPA supplied 1 million FPV drones to the Armed Forces of Ukraine

From January to July 2025, the Defence Procurement Agency supplied more than 1,000,000 FPV drones for the needs of the Armed Forces of Ukraine. In total, DPA has already contracted more than 2 million FPV drones for 2025.

“Our priority is to develop the most effective mechanisms for providing soldiers on the front lines with the necessary drones. We are working to increase the pace of supply so that each unit receives exactly what it needs to perform its combat tasks,” emphasised the Minister of Defence of Ukraine Denys Shmyhal.

According to Arsen Zhumadilov, Director of the Defence Procurement Agency of the Ministry of Defence, the transfer of one million FPV drones is an important step, but not the final one.

“We are focusing on even larger volumes. We have launched additional tools for the mass supply of UAVs. These are framework agreements in the Prozorro and the DOT-Chain Defence systems. The latter allows units to independently select the drones they need. We are working to ensure that the Armed Forces receive the necessary high-quality UAVs at the expense of the state budget,” said Arsen Zhumadilov, Director of the Defence Procurement Agency.

To ensure further growth in supply volumes, the Agency has launched new approaches to procurement. These include framework agreements based on tactical and technical specifications (TTS) and the DOT-Chain Defence weapons marketplace.

Framework agreements allow manufacturers to be contracted not by specific product names, but by the compliance of their drones with TTS requirements. This allows a wide range of manufacturers to be involved in the procurement process, ensuring competition between them and transparency through Prozorro tenders.

The DOT-Chain Defence IT system allows the military to independently select UAVs, as in a marketplace. This approach ensures targeted and fast delivery of drones to the front line. Currently, the digital platform is operating in pilot mode, where 12 combat brigades order the drones they really need.
