DPA Launches "Single Window" for Market Engagement

The Defence Procurement Agency (DPA), which centrally procurement the Armed Forces of Ukraine with ammunition, UAVs, and military equipment, is enhancing its interaction with the market. To ensure transparent and equal access to procurement processes, a “single window” for collecting proposals from manufacturers and suppliers has been launched on the Agency’s official website.

In the Suppliers section, companies wishing to offer their products for defence needs must complete a verification process by submitting basic information about themselves.

“The introduction of the ‘single window’ simplifies access for manufacturers and suppliers to participate in procurements and speeds up the proposal review process. It is one of the steps toward transparent and predictable cooperation with the market,” said Arsen Zhumadilov, Director of the Defence Procurement Agency.

How it works:

A supplier/manufacturer submits basic information about their company and products via the Agency’s website.

The DPA reviews the information and makes a decision — either to include the company in the register of verified suppliers or issue a reasoned refusal.

Verified suppliers will receive requests for commercial proposals in line with confirmed needs.

These requests will include details such as the procurement date and time, along with feedback after the process concludes.

A contract will be signed with the winner.

This approach is intended to ensure the confidentiality and protection of information regarding commercial proposals, reduce their processing time, and provide equal access to the procurement process for all market participants.
